WTO Accession Technical Assistance Program

The U.S -Vietnam Trade Council Education Forum currently provides expertise and technical assistance to the inter-ministerial team negotiating Vietnam ’s WTO accession.

    Assistance on WTO Accession

To assist with Vietnam ’s WTO accession process, the U.S.-Vietnam Trade Council’s Education Forum has conducted the following activities:

« Conducted training sessions in conjunction with Georgetown Law Center for delegation led by National Committee for International Economic Cooperation (NCIEC).  Washington, DC and New York, NY, March 2004. 

«  Conducted survey and released "The U.S.-Vietnam BTA: Survey of U.S. Companies on  Implementation Issues" - Report & Interviews by the U.S.-Vietnam Trade Council Education Forum.  February 2004. 

«  Conducted briefing for members of Vietnam delegation with WTO Secretariat to review outcome of Working Party Meeting.  Conducted de-brief meetings with U.S. negotiation team to review issues raised in Working Party Meeting.  Hosted dinner for Vietnam's WTO negotiation team, U.S. negotiators, and WTO Secretariat.  Geneva, December 2003. 

«  Assisted with consultations between New Zealand Ministry of Foreign Trade and Vietnam Ministry of Finance negotiators.  Wellington, October 2003.

      «  Ongoing research and analysis provided to Ministry of Trade, Ministry of Justice, Ministry of Finance, Ministry of Planning & Investment and Ministry of Agriculture on China ’s Accession and Implementation, Russia ’s accession, Doha Developments,  Trade  Policy Reviews  of other countries.

           

Public Awareness  and Outreach Programs

“Business Hotline” Radio and TV shows

The U.S.-Vietnam Trade Council’s Education Forum is working with the Ho Chi Minh City University of Economics (“ HUE ”) on the Business Hotline program.  Filmed monthly and broadcast weekly on radio and television the programs provide analysis and discussion of key international issues facing Vietnam today.  The program broadcasts throughout Vietnam to provide information to the general public and reflect the promises and challenges that the country faces in adapting to Vietnam ’s global economic integration.   

The first of the series was recorded on 6 March 2003

Seminar Series for Ho Chi Minh City Bar Association

The U.S.-Vietnam Trade Council Education Forum currently conducts ad hoc seminars on issues relating to WTO accession for members of the Ho Chi Minh City Bar Association.  These include: 

« USVTC Workshop on Trade Remedies for HCMC Bar Association conducted by Professor David Gantz, August 2004

«   Workshop for Ho Chi Minh Bar Association conducted by Ambassador Richard Fisher - USVTC Senior Advisor to the Board, June 2004

      «    WTO Appellate Body Secretariat Victoria Donaldson conducts workshop on WTO Dispute Settlement for the Ho Chi Minh City Law University and the Ho Chi Minh City Bar Association.  Ho Chi Minh City, March 2004 

      «    Demetrios Marantis (Chief Legal Advisor) conducts workshop on WTO accession for the Ho Chi Minh City Bar Association.  Ho Chi Minh City, February 2004

      Singapore Cooperation Program

The U.S.-Vietnam Trade Council Education Forum is pleased to be conducting a joint collaborative program with the Government of Singapore in support of WTO accession and the development of Vietnam's international trade law curriculum.  The following activities have been conducted thus far: 

     «  Organized and assisted with consultations with the National University of Singapore Law Faculty for visiting faculty members from Vietnam's Hanoi Law University and Ho Chi Minh City University of Law.  Singapore, April 2004. 

      « Organized study mission on Financial Services and Budget Restructuring in support of BTA implementation, and assisted with consultations with Singapore Ministry of Foreign Affairs, Monetary Authority of Singapore, Ministry of Finance, and Ministry of Trade & Industry for Vietnam Ministry of Finance.  Singapore, March 2004.  

     « Joint Program with Singapore Ministry of Foreign Affairs on The Impact of Tariffs: Econometric and Empirical Analysis in Support of WTO Accession.  Hanoi, 29-30 September 2003

     «  Sponsorship of PHD candidate from Ho Chi Minh University of Law at National University of Singapore Law Faculty, Academic Year 2004. 

 

     New Zealand Cooperation Program

The U.S.-Vietnam Trade Council Education Forum is pleased to have concluded a Memorandum of Understanding with the Victoria University in Wellington to provide training and degree opportunities for Vietnamese individuals in New Zealand on International Trade Law and Business/Legal English.  The Education Forum also looks forward to developing opportunities for professors to teach courses in Vietnam .
